Shandong Changrun High-end Diamond Production Project Ring Evaluation Announcement

**Environmental Impact Assessment (First Draft) of Shandong Changrun Diamond Co., Ltd. High-End Diamond Production Project** The first draft of the Environmental Impact Assessment (EIA) report for the high-end diamond production project by Shandong Changrun Diamond Co., Ltd. has been finalized. In accordance with the "Interim Measures for Public Participation in Environmental Impact Assessment" issued by the State Environmental Protection Administration (Huanhua 2006 [28]), this report is now being made public to ensure transparency and encourage community engagement in the environmental assessment process. --- ### I. Project Overview The high-end diamond production project is located within the premises of Liaocheng Changrunjin Thermal Power Co., Ltd., in the northern part of Liaocheng City. The total investment for the project is 174.498 million yuan, with a land area of 46,000 square meters. The project aligns with national industrial policies and local urban planning requirements. The product plan includes: - 0.151 tons/year of large single crystal diamonds - 3.39 tons/year of diamond micropowder - 115,600 units/year of diamond composites - 19.2 tons/year of abrasive diamonds - 32.22 tons/year of sawn diamonds By-products include 94.8 tons/year of ferroalloy. The project operates for 300 days annually and employs 300 workers. Diamonds are known as “diamonds” and are composed entirely of carbon. They are the hardest natural material, with a Mohs hardness of 10 and a microhardness of up to 10,000 kg/mm². This makes them significantly harder than quartz and corundum. Given the strategic importance of the diamond industry, the project is expected to contribute positively to both economic growth and technological development. --- ### II. Environmental Impacts #### 1. Air Pollution The main air pollutants generated during the project include dust from the core column workshop and hydrogen chloride (HCl) from the electrolysis and pickling processes. - **Dust (G1)**: Collected using a hood and bag filter, with an emission rate of 0.0056 kg/h after treatment, meeting the standards set by DB37/1996-2011 and GB16297-1996. - **HCl (G2 & G3)**: Treated through sodium hydroxide absorption, achieving a 90% removal efficiency. Emissions meet the required limits and are discharged through 30-meter-high exhaust stacks. Additionally, the diamond composite sheet blasting process generates small amounts of dust (G4), which is treated with a simple bag filter before discharge. #### 2. Water Pollution Wastewater sources include graphite wastewater (W1), acid/alkali treatment wastewater (W2), ground washing wastewater (W3), and domestic sewage (W4). All wastewater is treated and either reused or sent to the local municipal wastewater treatment plant. #### 3. Noise Pollution Noise from fans, pumps, and cooling towers is mitigated through sound insulation and vibration control measures, ensuring compliance with noise regulations. #### 4. Solid Waste Solid waste includes collected dust, waste plugs, sludge, and domestic garbage. Most of these materials are recycled or sold to affiliated companies. Sludge is sent for metal recovery, and all solid waste is handled in accordance with hazardous waste identification standards. --- ### III. Mitigation Measures To minimize environmental impact, the project will implement comprehensive pollution control measures, including advanced technology, efficient waste management systems, and strict operational protocols. Regular monitoring and reporting will be conducted to ensure continuous compliance with environmental regulations. --- ### IV. EIA Conclusion The project is consistent with national industrial policies and local development plans. It utilizes mature and reliable technology, and its pollution control measures are both technically and economically viable. With proper implementation, the project will achieve standard emissions and deliver significant economic, environmental, and social benefits. It meets the criteria for clean production and total pollution control. --- ### V. Public Review and Feedback The public is invited to review the EIA report within 10 days of this announcement. For further information, please contact the construction unit or the evaluation team via phone or email before March 20, 2013. --- ### VI. Scope of Public Consultation Public consultation focuses on understanding residents' concerns regarding air quality, water quality, noise levels, and the overall impact of the project on local communities and the environment. Feedback will help assess whether the project is supported or opposed by the public. --- ### VII. Methods for Public Input Residents can provide feedback or suggestions by contacting the construction unit or the evaluation team via telephone or mail. --- ### VIII.
