Shandong Changrun High-end Diamond Production Project Ring Evaluation Announcement

**Environmental Impact Assessment (First Draft) of Shandong Changrun Diamond Co., Ltd. High-End Diamond Production Project** The environmental impact assessment (first draft) of the high-end diamond production project by Shandong Changrun Diamond Co., Ltd. has been completed. In accordance with the requirements outlined in the "Interim Measures for Public Participation in Environmental Impact Assessment" issued by the State Environmental Protection Administration (Huanhua 2006 [28]), this report is now being made public to promote transparency and encourage participation from the local community. This project, located in the northern part of Liaocheng City, is part of the Liaocheng Changrunjin Thermal Power Co., Ltd. site. It involves a total investment of 174.498 million yuan and covers an area of 46,000 square meters. The project aligns with national industrial policies and local development plans. The product plan includes 0.151 tons per year of large single-crystal diamonds, 3.39 tons per year of diamond micropowder, 115,600 units per year of diamond composites, 19.2 tons per year of abrasive diamonds, and 32.22 tons per year of sawn diamonds. Additionally, it produces 94.8 tons per year of ferroalloy as a by-product. The plant will operate for 300 days annually and employ 300 workers. Diamonds, also known as "diamond diamonds," are pure carbon minerals and the hardest natural material, with a Mohs hardness of 10 and a microhardness of 10,000 kg/mm². This project is expected to bring significant economic and social benefits, as it supports national development strategies and meets growing market demand. **Environmental Impacts of the Project** (1) **Air Emissions**: The main air pollutants include dust generated in the core column workshop, HCl from electrolysis and pickling processes, and unorganized emissions such as dust and HCl. Dust from the core column workshop is collected using a hood and treated via a bag filter, achieving an efficiency of 80%. The emission concentration after treatment is within the limits set by the "Shandong Province Integrated Source Airborne Particulates Comprehensive Discharge Standard" and the "Integrated Emission Standards for Air Pollutants." HCl emissions from both the electrolysis and pickling processes are treated with sodium hydroxide spray, achieving a 90% removal efficiency. These gases are discharged through 30-meter-high exhaust stacks, meeting all regulatory standards. (2) **Wastewater**: The project generates several types of wastewater, including graphite wastewater, acid/alkali washing wastewater, and domestic sewage. Most of the wastewater is treated and reused within the facility, while domestic sewage is sent to the Liaocheng City Wastewater Treatment Plant. The new discharge volume is 3,660 m³/year, with COD at 1.08 t/year and ammonia nitrogen at 0.11 t/year. (3) **Noise**: Noise sources include fans and pumps, which are mitigated through sound insulation and vibration control measures to ensure compliance with noise regulations. (4) **Solid Waste**: Waste materials such as dust, sludge, and waste graphite are either recycled or sent to designated facilities for comprehensive utilization. All solid waste is managed in accordance with environmental guidelines, ensuring minimal impact on the surrounding environment. **Mitigation Measures** To minimize environmental impacts, the project incorporates advanced pollution control technologies and comprehensive waste management systems. Strict operational controls are implemented to prevent leaks and reduce emissions. The project is designed to meet clean production standards and comply with total pollution control requirements. **Conclusion** The project is in line with national and local planning goals, promotes economic growth, and is technically and economically viable. With proper implementation of environmental protection measures, the project is deemed feasible from an environmental perspective. **Public Consultation** The public is invited to review the environmental impact assessment report within 10 days of this announcement. Feedback can be submitted to the project developer or the evaluation agency by March 20, 2013, through phone or email. **Contact Information** **Project Developer:** Shandong Changrun Diamond Co., Ltd. **Address:** Weiyu Road, North of Liaocheng City (Postal Code: 252000) **Contact Person:** Zhao Lianmin **Phone:** 0635-2117086 **Email:** [Not provided] For more information or to provide feedback, please reach out directly to the company or the environmental evaluation team.

LED Emergency Light

LED emergency light have been divided into two heads emergency lights , bulkhead emergency lights , emergency ceiling lights and emergency bulbs . The role of emergency lights is an emergency state evacuating people , generally used in public places . All emergency lights use LED source , its advantages are high brightness , low power consumption , LED lighting effect than the traditional light source energy saving nearly 80% .
