China's photovoltaic power generation target will be expanded by 14GW this year.
On January 29, during the global launch event of China's first company, Yingli, joining the WWF Carbon Emission Reduction Pioneer Project, Shi Lishan, deputy director of the New Energy and Renewable Energy Department at the National Energy Administration, shared insights with reporters regarding the latest developments in China’s photovoltaic (PV) industry. He emphasized that the "12th Five-Year" plan for PV development has undergone several revisions to better align with the evolving needs of the sector.
Originally, the target for PV capacity by 2015 was set at 5GW, which was later increased to 10GW in 2011. Following the release of the State Council's 12th Five-Year Plan for energy development and the Renewable Energy Development Plan, the goal was raised to 21GW. However, recent adjustments have pushed this target up to 35GW, a figure that is expected to be officially announced soon. The government is also preparing supportive policies, including grid access regulations and financial subsidies, to promote the sustainable growth of the PV industry.
This marks the fourth time the PV development target has been revised. The changes reflect the dynamic nature of the industry, as well as the need to respond to both domestic and international market conditions. Shi Lishan explained that these adjustments are primarily driven by the challenges faced by China's PV manufacturers, especially after European countries reduced their solar subsidies and the U.S. and EU launched anti-dumping investigations on Chinese PV products. As a result, many companies found themselves struggling in overseas markets, making the domestic market a critical opportunity for growth.
Shi Dinghua, chairman of the China Renewable Energy Society, noted that the frequent adjustments to the PV targets highlight the government’s strong support for the industry. While some reports suggested the target might reach 40GW, he believes 35GW is more realistic and appropriate. This approach aims to avoid repeating the mistakes seen in the wind power sector, where issues like grid access and equipment quality have hindered long-term development.
China’s PV industry has experienced rapid growth, with installed capacity surpassing 3GW in 2011, reaching over 7GW in 2012, and adding another 10GW in 2013. This pace of development is rare globally. To ensure stability and sustainability, Shi Dinghua recommended that the government implement clear policies on grid connection, infrastructure standards, and quality control. These measures will help ensure that PV systems function efficiently over their 25-year lifespan.
Under the new 35GW target, it is expected that both distributed and grid-connected photovoltaic projects will contribute nearly equally to the overall capacity. This balanced approach is seen as essential for fostering a resilient and long-term renewable energy strategy in China.
