China's photovoltaic power generation target will be expanded by 14GW this year.

On January 29, during the global launch event of China's first company, Yingli, joining the WWF Carbon Emission Reduction Pioneer Project, Shi Lishan, deputy director of the New Energy and Renewable Energy Department at the National Energy Administration, shared insights with reporters about the evolving goals for China's photovoltaic industry. He highlighted that the "12th Five-Year" plan for PV development has undergone several revisions to better align with the industry's actual needs. Originally set at 5GW for 2015, the target was raised to 10GW in 2011, then further adjusted to 21GW in the 12th Five-Year Plan for energy development. Recently, it was increased again to 35GW, a change that has been finalized and will soon be officially announced. The government is also preparing new support measures, including grid access policies and financial subsidies, to boost the growth of the sector. This marks the fourth major revision of the PV development target, reflecting the dynamic nature of the industry. According to Shi Lishan, the adjustments were made in response to both domestic and international challenges. With Europe reducing subsidies and the U.S. launching anti-dumping investigations on Chinese solar products, many domestic companies found themselves in a difficult position. However, this situation also created an opportunity for the domestic market to grow. Shi Dinghua, chairman of the China Renewable Energy Society, noted that the frequent changes in targets show the government’s strong commitment to supporting the PV industry. While some reports suggested the target might reach 40GW, he argued that 35GW is more realistic and sustainable. He emphasized the importance of avoiding past mistakes seen in wind power development, such as issues with grid access and equipment quality. To ensure long-term success, the government must implement clear policies and technical standards. In 2011, China's installed solar capacity surpassed 3GW, reaching over 7GW in 2012 and adding another 10GW in 2013—setting a record for rapid growth. Shi Dinghua stressed the need for stability in the industry, suggesting that the 35GW target should be maintained while ensuring proper infrastructure and regulatory support. Under the new goal, distributed and grid-connected photovoltaic systems are expected to contribute almost equally to the total target of 35GW, signaling a balanced and sustainable path forward for China’s solar industry.
