In 2003, the China Internet Network Information Center (CNNIC) released the "13th China Internet Development Status Report" on January 15, 2004, in Beijing. By December 31, 2003, China had 79.5 million internet users, with an increase of 11.5 million during the first half of the year, representing a growth rate of 16.9% and a 34.5% increase compared to the same period in the previous year. The number of internet-connected computers reached 30.89 million, up by 5.17 million, or 20.1%, marking a 48.3% rise from the prior year's figures. Moving into 2004, CNNIC published the "15th Statistical Report on Internet Development in China" on January 19, 2005. The total number of internet users in China reached 94 million in 2004, reflecting an 8.0% increase over the previous year. Broadband users numbered 42.8 million, while the total number of internet computers rose to 41.6 million, a 14.6% increase. By 2005, the "17th Statistical Report on the Development of China's Internet Network" was released. As of December 31, 2005, China’s internet user base surpassed 100 million, reaching 111 million, with 64.3 million using broadband. At that time, China ranked second globally in both total internet users and broadband users. In 2006, the 19th report showed that internet users in mainland China hit 137 million, with broadband users exceeding 100 million at 104 million. Mobile internet users also rose to 17 million that year. The 2007 report, released on January 17, 2008, noted that China had 210 million internet users by the end of 2007, second only to the United States. The internet penetration rate stood at 16%, below the global average of 19.1%. By 2008, China's internet penetration rate exceeded the global average for the first time, reaching 22.6%, with 298 million users and 270 million broadband users. The number of CN domain names also climbed to 13.572 million, all ranking first worldwide. In 2009, the number of Chinese internet users reached 384 million, with a penetration rate of 28.9%. Mobile internet usage saw a significant rise, adding 120 million users annually, making mobile access a key driver of growth. By the end of 2010, China had 457 million internet users, with a penetration rate of 34.3%. Mobile phone users totaled 303 million, showing a sharp increase of 69.3 million from the previous year. In 2011, internet users reached 513 million, with 55.8 million new users added. Mobile internet users hit 356 million, up 17.5% year-on-year. By 2012, China had 564 million internet users, with a penetration rate of 42.1%. Mobile internet users reached 420 million, up 64.4 million from the previous year, with 74.5% of users accessing the internet via mobile devices. In 2013, the number of Chinese internet users reached 618 million, with 500 million using mobile devices. The penetration rate increased to 45.8%, up 3.7 percentage points from the previous year, reflecting continued rapid growth.
