The management of labor protection in dust-related operations follows a three-tiered prevention strategy. The first level focuses on primary prevention, which includes comprehensive dust control measures. This involves modernizing production processes by replacing manual tasks with mechanized, sealed, automated, and remote-controlled systems. Minimizing the use of free-silica materials and employing wet methods where possible are also key strategies. Additionally, personal protective equipment (PPE) must be used consistently to safeguard individuals from exposure.

Regular monitoring of dust levels in the workplace is essential to ensure they remain within national safety limits. Employers should conduct pre-employment health screenings as required by law, and workers with occupational contraindications, minors, or female employees should not be assigned to jobs where dust exposure is unavoidable. Educating workers about dust hazards and promoting awareness of preventive measures are also crucial. Finally, maintaining and managing dust removal systems ensures they function effectively and remain in good condition.

The second level of prevention involves establishing a dedicated dust control department responsible for planning, implementing, and overseeing dust management policies. New employees entering dusty environments must undergo medical examinations, and all workers involved in such tasks should have regular health check-ups. Those found unsuitable for dust work should be reassigned promptly to prevent long-term health complications.

The third level of prevention targets those already affected by pneumoconiosis or other dust-related lung diseases. Affected employees should be immediately transferred from their current roles and provided with appropriate medical treatment or time for recovery. This approach not only protects individual health but also supports overall workplace safety and productivity.
