New furniture standards continue to be implemented in 2013

Starting February 1st, Mahogany's "new national standard," titled "General Technical Conditions for Mahogany Furniture," will officially come into effect. According to the new rules, any mahogany furniture that does not include essential documentation—such as a product instruction manual, quality card, and certification—will no longer be allowed to be sold. This move aims to improve product transparency and consumer confidence in the market. However, industry insiders remain skeptical about the effectiveness of this new regulation. Merchants believe that although the policy is enforced, its full implementation across all households may take time. They argue that there are still many loopholes to exploit, and the complexity of mahogany furniture makes it difficult to label accurately. Some businesses may even avoid providing detailed information on product labels. To stimulate consumption, Beijing has expanded its consumer promotion policies following the recent appliance replacement initiative. In November last year, several major furniture retailers, including Red Star Macalline, Lanjing Lijia, Chengwai Chengjia Plaza, and Jimei Home Furnishing, launched a furniture trade-in program. A month after the pilot began, the Municipal Commission of Commerce reported that these five companies generated 150 million yuan in trade-in sales within 30 days. Furniture trade-ins accounted for 26.3% of total sales in the same category. After the pilot ended, the positive impact on consumption was evident. Stores like Home, Jimei Home Furnishing, Hongxingguan Kailong, Chengwai Chengjia Plaza, and Lanjinglijia all announced they would continue offering a 5% trade-in subsidy to consumers. Meanwhile, the EU’s long-awaited “Wood and Wood Products Regulations and New Environmental Design Directive” will be fully implemented across all member states starting March 3 next year. This means the requirements for exporting wood furniture and products from China to the EU will become stricter, raising the entry barriers for domestic manufacturers. According to a reporter's findings, many small and medium-sized furniture manufacturers are struggling with thin profit margins due to declining overseas orders and the appreciation of the RMB. The new regulations have further complicated the situation for export-oriented companies. As a result, many firms have decided to leave the EU market and shift focus to the domestic market or explore other international markets. "In fact, there is an FSC (Forest Stewardship Council) certification system in place in the U.S. and Russia," Han Qingsheng, secretary-general of the Shandong Furniture Association, told a foreign reporter on the 22nd. "Furniture exported to the EU market next year must obtain an FSC certificate, which will definitely affect furniture exporters. The FSC certification process is more complex, leading to higher raw material costs and management expenses for companies."
