**Abstract** On April 23, Shrek Motta, President of COMBINE USA, and Nina Mota, the company’s President, along with several senior executives, visited the county to accelerate discussions on the Mota synthetic diamond production project. County Party Secretary Lu Weidong, along with members of the Standing Committee of the County Party Committee and Zhou Zongquan, Secretary of the Party Working Committee of the Development Zone, attended the meeting. COMBINE USA is a high-tech enterprise with expertise across multiple disciplines, particularly in laser beam melting technology, which addresses challenges that traditional manufacturing methods cannot overcome. The company produces both industrial-grade and gem-quality synthetic diamonds, which are widely used in various industries. The Mota synthetic diamond production project, invested by COMBINE, has been established in the development zone with an investment of $160 million. The first phase of the project will introduce 500 sets of advanced equipment. Once completed, it is expected to produce 1.5 million carats of synthetic diamonds annually, generating around $250 million in output value. The first batch of equipment is scheduled to be installed and commissioned this August. County Party Secretary Lu Weidong warmly welcomed Shrek Motta and his team to Haian, emphasizing the importance of the cooperation between both sides. He stated that with joint efforts, the project has entered a new phase. As a leading player in synthetic diamond production, COMBINE brings strong technical capabilities and high technological content, representing the future direction of advanced manufacturing. To achieve the goal of building the most competitive new industrialization base in the northern wing of the Yangtze River Delta, Haian needs to attract top-tier enterprises like COMBINE to establish themselves and contribute to the region’s growth. Lu Weidong also highlighted that the Mota synthetic diamond project is currently the top priority for the county government, which is committed to providing the best possible support and services. He urged both parties to develop detailed plans, speed up construction, overcome challenges, and ensure the project is completed and operational as soon as possible. Shrek Motta expressed gratitude for the support and attention from the Haian government towards the project. He emphasized that this collaboration holds significant importance for both COMBINE and Haian. With world-class technology in synthetic diamond production, the company’s products have a bright market outlook. He praised the efficiency and integrity of the local government and expressed confidence in investing in Haian. Motta aims to transform the synthetic diamond production base into a world-class factory, research center, and trade hub for super-hard materials. Following an on-site inspection of the project site, Shrek Motta and his team met with officials from the Development Zone, the National Development and Reform Commission, the Commerce Bureau, the Environmental Protection Bureau, Customs, the Power Supply Company, and the Fire Department to address coordination issues during the project’s implementation.
