Offshore oil independently developed dynamic positioning system to achieve zero breakthrough

On August 6, China's first independently developed dynamic positioning system, HDP3, successfully passed the expert evaluation by the Ministry of Industry and Information Technology. This marks a significant milestone in China’s maritime technology development. Prior to this, the HDP3 system had already completed the inspection by the China Classification Society, confirming its technical capabilities and reliability. At 9:30 AM on August 6, the "Offshore Oil 299" vessel conducted a dynamic positioning test. During the sea trial, the HDP3 system demonstrated its core functions to the expert panel, showcasing its high precision and stability. The test results confirmed the system's ability to maintain accurate positioning and orientation under various sea conditions. Following the successful trial, experts from 21 different departments, including the Ministry of Industry and Information Technology, the Ministry of Communications, the State Oceanic Administration, and the China Shipbuilding Industry Corporation's 708 Research Institute, gathered to discuss the project's future development and industrialization plans. On August 2, during sea trials with wind speeds ranging from 6 to 9 levels and currents over 1 knot, the HDP3 system achieved an average position deviation of less than 1 meter and a yaw deviation of less than 1 degree—exceeding the technical requirements outlined in the development task book. These results further validate the system’s performance and reliability. The National Dynamic Positioning System Development Project was launched by the Ministry of Industry and Information Technology and jointly developed by Offshore Oil Engineering Co., Ltd., Harbin Engineering University, and the China Shipbuilding Industry Corporation’s 708 Research Institute. After four years of research and development, the engineering prototype was commissioned and tested on “Offshore Oil 299” on July 6, 2013. The HDP3 system now supports key functions such as fixed-point positioning, rotation, tracking at different speeds, and orientation control, meeting the demands of real-world offshore operations. Currently, the domestic market for dynamic positioning systems is dominated by foreign brands like Kongsberg and GE, which together hold nearly 100% of the market share. With an annual demand of approximately 2 billion yuan and over 200 potential DP vessels needed, the introduction of HDP3 represents a breakthrough in breaking foreign monopolies. It not only enhances China’s technological self-reliance but also strengthens its maritime industry and supports the nation’s vision of becoming a strong oceanic power. (Lei Ting)
