Lu Luxun said that in the next step, the Ministry of Commerce will take action in promoting the construction of the “Belt and Roadâ€, accelerating the implementation of the free trade zone strategy and increasing support for the brand cultivation of foreign trade enterprises. Lu Luxun also said that in light of the current foreign trade situation, the Ministry of Commerce will study and introduce more targeted measures to reduce burdens and achieve steady growth in foreign trade.
56 equipment manufacturing enterprises have entered the top 500. At present, China's foreign trade faces a development environment in which the world economy is transforming into low-speed growth, the international industrial transfer led by multinational corporations has slowed down markedly, trade protectionism has warmed up, and the traditional advantages of low-cost manufacturing have weakened. However, Lu Luxun said that China’s foreign trade is still in a period of strategic opportunities and has its own advantages.
Among them, the “One Belt and One Roadâ€, the coordinated development of Beijing-Tianjin-Hebei, the accelerated implementation of the three major strategies of the Yangtze River Economic Belt and the acceleration of the construction of the free trade zone have injected strong momentum into the development of foreign trade.
In addition, in terms of industrial systems, China has strong supporting capabilities, and comprehensive comparative advantages are still relatively obvious. Such as China's large-scale complete sets of equipment, with independent intellectual property rights, price, performance, cycle and financing and other comprehensive advantages. In terms of quality, it is close to foreign advanced level or can compete with Taiwan. Taking high-speed rail as an example, China's high-speed rail delivery cycle is about half that of other countries, and the short delivery period is a big advantage. In 2014, 56 equipment manufacturing enterprises in China have entered the world's top 500.
"Overall, despite the profound changes in the internal and external environment, the traditional comparative advantage is weakening, but we are still in the period of strategic opportunities for development." Lu Luxun said.
On May 12, the State Council issued the "Several Opinions on Accelerating the New Advantages of Foreign Trade Competition." Lu Luxun believes that cultivating new advantages in foreign trade competition is an objective requirement for coping with profound changes in the domestic and international environment that supports the rapid development of foreign trade. It is an urgent need to crack the deep-seated problems and contradictions that restrict China's foreign trade development. At the same time, it is also a realistic requirement to deal with the weakening of traditional comparative advantages in China.
It is reported that in the future, the Ministry of Commerce will increase the support for brand cultivation, and encourage enterprises to enhance their own technical level through the introduction, digestion and absorption, and support enterprises to merge and acquire foreign brands and technologies abroad, and set up factories in foreign countries. Achieve mutual benefit and win-win.
However, this year's foreign trade situation in China is still facing severe and complicated downward pressure. Lu Luxun said that he will study and introduce more targeted measures to reduce burdens, enhance corporate confidence, stimulate corporate vitality, and strive to achieve steady growth in foreign trade.
Lu Xun, who has signed 13 free trade agreements, believes that the “One Belt, One Road†strategy provides a rare opportunity to enhance the level of economic and trade cooperation between China and its countries along the route.
At present, China has become the largest trading partner, largest export market and main source of investment for many countries along the “Belt and Roadâ€.
Data show that from January to April this year, China's non-financial direct investment in the countries along the line was 3.7 billion US dollars, accounting for 10.6% of the country; our company's contracted engineering business in the countries along the line completed a turnover of 18.6 billion US dollars, accounting for 44.4% of the country.
In addition, Chinese companies have built more than 70 cooperation zone projects in the countries along the route. The infrastructure investment in the cooperation zone exceeds 8 billion US dollars, which will drive the enterprises in the zone to invest nearly 10 billion US dollars. The annual output value is expected to exceed 20 billion US dollars, which can be created locally. 200,000 jobs.
Lu Luxun said that the next step of the Ministry of Commerce will do a good job of "One Belt, One Road" in six aspects. First, relying on the bilateral economic and trade joint committee, mixed committee and other cooperation mechanisms to jointly promote the implementation of a number of major cooperation projects; the second is to promote trade with countries along the line, to tap new growth points of trade. Play the role of the China-ASEAN Expo and other exhibition platforms; third, expand the two-way investment with the countries along the line to achieve mutual benefit and win-win; fourth, promote the manufacturing industry and supporting service enterprises to "go global" and form industrial clusters; Regional cooperation; the sixth is to provide assistance to developing countries along the line.
According to public data, from January to April 2015, the bilateral trade volume between China and the countries along the “Belt and Road†was US$316.08 billion, accounting for 25.9% of China's total import and export volume during the same period.
In terms of the construction of the free trade zone, Lu Luxun said that in the next step, the Ministry of Commerce will speed up the implementation of the free trade zone strategy and advance the negotiation of the free trade agreement. For example, in the “Belt and Road†initiative, the Ministry of Commerce will promote the China-ASEAN Free Trade Area upgrade, the China-Sri Lanka Free Trade Area, and the China-GCC Free Trade Area.
At present, China has signed 13 free trade agreements involving 21 countries and regions including ASEAN, South Korea, Singapore and Pakistan. Except for the signing of the free trade agreement with South Korea on June 1 and not yet in force, other signed free trade agreements have entered into force.
